Connection with Trieste city centre by bus is assured by Line 51: the timetable is in Italian, sorry; pages from 11 to 13 show routes from Trieste to "Sincrotrone Elettra" bus stop. In any case, you can plan your bus trip using Google Maps (bus timetable is updated).
